So on the PS4 version of the game. If you re-map your controls then the buttons which have been remapped on the map screen no longer work. For example I remapped time-stop from triangle to circle, then on the map screen, the change marker color button (which is typically triangle) no longer works. Pressing circle does it's normal exit menu. I tried other re-mappings and they all seem to disable the controls on the menu, including R1/R2 switching between maps.
