Modding Help randomencounter and dungeons spawn...

Does anyone know the file that controls how often mini dungeons are created? The planetgen controls the dungeon, but I can not for the life of me find out what's controlling the minidungeon that causes random event like wanderer merchants caravan and bandits and the likes.

 

Are those things even implemented yet? I have not seen a single random encounter spawn.
