Raising your hands in the air in Panic Emote

Hi, I was wondering if anyone knew how to do that emote where you're waving your hand in the air like a crazy person.

You see a lot of npcs do it, and I wonder if there's actually a way to do it because the emote controls are currently just for the facial expressions. I might be missing something though.

Anyone know how?
