Bug/Issue Quest unsolvable when multiple use the same NPC

    I have encountered a scenario where when two different quests require you to talk to the same NPC, one quest becomes unsolvable. In the case I encountered it was two of my tenants both giving note quests where I was supposed to talk to the same NPC. Talking to the NPC returns one note and breaks the other quest. I am on unstable.
