Bug/Issue Quest Security for ****** Is not completing...

So I got this quest from one of my tenants and as you can see on the screenshot, she asked me to get a guard moving into the house. So I followed the instructions and the Human Guard moved in but the quest is not being completed. The only thing I can think of is that she gave me a colony deed but I already had another one, I don't know if I used the one she gave me on the new room for the guard. I hope that is not the problem, but anyways I would like to hear some comments and get some help on how to solve this issue.

In case somebody else is interested in knowing, I solved this problem by adding more furniture and then taking out the colony deed from the wall and putting it back in.
