program similar to sign creator, but not in a game?

    Heyo im loving the custom sign creator in Starbound, but i was wondering if you guys know a website or a program which does the same thing, but it isnt in a game.
    Because i would like to make some cool 8 bit gifs or something on my PC, and not only in Starbound
    :)

    Pretty much any image editing program. Microsoft paint is ok for pixel art, but if you want layers and frames, I've heard that paint.net is pretty good. I personally use GIMP myself, but that might be overkill.
