    Tech is randomly generated in chests. Tech chests have a higher chance to drop them, but they are still random and vary depending on what level planet you are on. If I open a chest on the same planet you did, the contents will be completely different.

    Actually, tech chests inside buildings are randomized, ones not in a building are definite.
