Thinking about this logically, it would be possible to have a projectile that spawns a portal wherever it lands. However, as far as I can see, there would be no way to link two fired portals, or to delete the old ones without them despawning/expiring from time. Additionally, it doesn't seem possible to make the portals change shape to fit the material they land on. I'm going to have to say "no" for now, but if anyone else could weigh in, they may know a way to work this.
