Is this where I comment about Monty dying and Ren having a new voice? This is a Chrono Legionnaire from Red Alert 2. As for his attack, he can lock someone in space and time, and after a couple of seconds, delete them from time and space all together. They could only target one enemy at a time though, and they died pretty quickly. Instead of that they could phase away long distances to escape danger.
