Closed Performance issues.

A good description of the issue I have is "I open the game and the penguin just keeps going and going and going... when it finally loads the main menu, it hitches every time I mouse over something for the first time, and when I get to the game, it runs at <2 FPS." ~ Thehoodedteddy13
I have a relatively-crappy HP laptop, but it's got a Core i3, 6GB RAM and is x64bit, this happened on Enraged Koala too, but I fixed it back then by launching starbound with admin privileges. This did not work for Upbeat Giraffe. I've tried everything, Compatibility Mode, Open as Admin, OpenGL, lowering the resolution, fullscreen, closing all other open programs, all of it. Nothing works.
