Penguins are just one of Starbound's running quirks. In the Starbound universe, penguins somehow gained sapience and are now independently spacefaring - often as space pirates, but they're really, really bad at it. They're also the sole species that don't find Toxictops poisonous.

The way I see it, Penguins in starbound should be considered a sentient race. They have dread wing, a warlord that uses his massive military power to crush villages to bits, and scientist penguin (whose name escapes me), who revives, and even improves upon ancient relics. They're pretty amazing and it's such a shame that we can't play as them.

 

It´s just a running gag, as it´s a bit ridiculous and very silly that they somehow became sentient, and that they became space pirates.

 

I thought they already were? You do quests for one, after all. And didn't a dev say somewhere that the penguins were basically a subspecies of avians that had at some point branched off and became space pirates?
