Penguin and Frog people Empires

I would love to see planets where the Penguins and the Frog People (name?) live and operate. Granted we have Frog people Merchants, but I would like to see more. It would be cool to be able interact with these races on a more personal level. I would really like to be able to hire mercenaries of either race.

What are your thoughts?
