Let's say that you made a character, has played a bit with it, made your little base... But wanted to try another character. So, you make a new character, another race. What if you happened to find your other pc sandboxing in their base by chance? Like, either if you actually visited the planet they are in, or just by "replicating" their base on a very similar planet. I'm sure this would be terrible when trying to move/copy entire citadels some players are BOUND to build... But then again, it's an idea for whoever can't have as much online interaction. By the way, i hope this game can be played offline/single player if we want/need to.

that would mean you could duplicate gear and items...... build a base and use your one unobtainable block, make a new world, go to the same planet and mine it up again.
Unless you're playing on an online server that stores your character on the server, you'd be able to do that anyway by just backing up the character file and restoring it after dropping the item in a chest.
I'm not talking about duplicating. Whatever you did to your sandboxing pc character would affect it later on in its own game. Be it giving or taking items. Like, maybe, have a chest for the taking ready?
so you would retroactively change gear and items based on future actions of your own characters? how would that work?
"While you are away, someone visits your base" Basically, while your previous character is relaxing, a new one comes by and can both leave materials from other planets that weren't visited by the first one before, and in trade, whatever was there for keeps is taken by the second character. It's a sort of offline trade between characters, rare, but better than making hermits of whoever can't play online. Yes, there are people who can't play online properly. At least, not bandwidth-intensive games.
Unless you're talking about just having your new character visit the same universe/server as your old one and go to the same planet to visit your other base, I don't see how this is going to work. The game would have to keep some sort of database of player character/chest data outside of the savegame itself... I'm not exactly sure how it works in Starbound, but if they keep characters and universes separate like they did with characters and worlds in Terraria, which seems likely (and probably a requirement if you're to be able to connect to servers using local characters at all), then I don't see why you couldn't play with multiple characters in the same universe.
Well, i have to admit that the best i could achieve in terraria multiplayer hosting was being able to see two of my characters in the same world. Nothing more. If at least that can be done, i'd be probably fine...
