This really. If you don't have the second house upgrade you'll never get the dialogue to start a family. If you do, then it may just take a bit more time. I'm not sure if the tick is random but either way, it should happen eventually as long as you have the nursery.
I got this issue but with Sam and posted today about it on the support forum. I got house fully upgraded, full hearts and give him pizza everyday. I have resorted to stalking him for 2 weeks now. I have gone to bed before and after him. Plus I talk to him every chance I get and I dont talk to any other people in town, in case that annoys him.
*chokes on coffee* You know, sometimes putting too much pressure on a guy can make them unable to perform.... Give 'em a season or two and see what happens?

Yes that would help. I kinda wish I gone with Sebastian instead of Sam. Seb is heavy in denial after the wedding, he keeps asking if I'm singel even do he was at my wedding front row, he was probably high. Plus Sams parents still ask if I'm friends with their son... they might know about the Penny thing, maybe they are hinting it to me
