    It is. Check the mod that this mod was based off of. It has a duplicate version of the basic teleporter that is only used in ships that have not yet had their thrusters fixed. This duplicate teleporter lacks the ability to teleport to the Outpost. Once the thrusters are fixed, the teleporter is replaced by the default teleporter, which has been modified to allow teleportation to the outpost (not like it's necessary when the Outpost has a teleporter that you can bookmark).
