I really didn't know where to put this suggestion so it ended up here. Basically, I think it would be cool if people's in-game character's mouth moves when the person talks into their mic. This would obviously only be implemented in multi-player, but it would also be cool if NPC's did this when they talk to you. Maybe this should be in NPCs and creatures? I don't even know.

See this would be a really cool mic in game support system. It'd be nice not to HAVE to install a 3rd party speaking program and that have there even be an animation. I'd be impressed if this was added.
The characters already make expresions and move their mouth their mouth through the chat system. I do not want an integrated mic system, not everybodt has super mics and that would just break immersion. So many problems to keep it as just an optional thing as well. Suggestes before and still a no for me.
It takes alot of coding to add a VOIP in game. I'm not actually a coder but some people from paradox had a lecture in my school(IT gamedesigner) and said that it took almost a month to add a simple VOIP chat while a normal chat only took a few days.
Your idea is decent, but I don't think Voice Chat belongs to a game like Starbound, and text chat is already damn fine. If you would use Voice Chat, just use Teamspeak.
I personally wouldn't use the starbound VC if it had one. It takes a lot of time and energy to create something a lot of other programs probably do better.
