Bura.. There are a lot of great tutorials and guids available here on the forum that can show you how to code and even design and illustrate mods of your own! The great thing about Blizzard games is their sprites are not complex and would translate well to Starbound's format. I would recommend geting into modding yourself and then you can published a great Blizzard mod!
well, you could do it yourself, how about that? Pixelart is not very hard to learn, and even quite easy compared to actual drawing or modeling stuff. The script are also easy as long as you don't need to make something unique, but there are enough tutorials on here for the easy stuff. All you need is time and motivation, and when you ask such a question then you obviously can't lack the time.
