Corporations - All large corporation heads are part of the shadow government, lower corps can be handled by the "regular" government Work Force - They work for the corporations or the regular government. I wouldn't say all large corporation heads are in the government. There's tons and tons of corporations. Just think how many we've got right now. Imagine how many there could be if you start throwing in new planets and stuff! Kind of how it goes, though. However, the head council of the shadow government probably has quite a few of that type (big CEOs). I'd imagine the police forces might be indistinguishable in appearance. That way if you get arrested, and it got any measure of publicity, they don't need to go around wiping out half a city or something. Not everything always goes perfectly... Otherwise, though, you got it right. That would be the case, if you do believe as such. I don't, personally, but a good conspiracy is a bit of fun, you know?
The government at least provides a fire department or those are just for the rich too? Like, one fire small department for each district/ each rich condo?
Yeah, I imagine they would. Should probably add that on. Don't want a whole city going up in a blaze. Less workers is less productivity, so there's a reasonable, vested interest there.
The shadow government consists of oscuran society's brightest thinkers and best industrialists. Often if an oscura becomes too big or too bright, they're indoctrinated into the government. On the other side, if a family is found to be a detriment, or if they break any rules (the ones that don't warrant death, of course.) they'll be "phased out" of the government, meaning they'll be unable to indoctrinate their children into it. While it's true that some "families" and legacies are ingrained into the shadow government, it's not ruled by children born into it who have absolutely no merit. Families are required to train and teach their young so that they're up to par. As such it's not uncommon for children of the upper class to end up being lucrative entrepreneurs. Thoughts?
Actually, since the Oscurans are made of millions of individual microbes in a colony, killing even one of them would be mass murder, right? Unless you don't have any qualms about killing bacteria, I suppose. Anti-bacterial soap? Just imagine the culture shock when these guys refuse to wash their hands before dinner.
They don't know they're microbes, so they could be killing parts of themselves without even knowing it. "Time to wash my ha-Why are my hands melting!?"

The "council of 12" thing is a bit cliched, I think it should be removed, leave who actually "rules" the shadow government up to imagination.
If you're going to be as cliche as to call it a "shadow" government, you may as well avoid other ones by actually having them be mysterious.
Well, the shadow government isn't the official name or anything like that. Just something easy to call them so that people would understand. What details should be included about them? Like, how much needs to be snipped out?
