I doubt there's not some stupidly easy or stupidly hard fix out there, I'm just not smart enough for that kinda thing.

Damn laptop integrated crap graphics. I'm at the same with my laptop, but with an nVidia 7300 go (and old vcard with 512 Mb of shared memory). The funny thing is that it match the minimum requirements and even surpases (It is suposed that this game should work with a 256 Mb vcard. Intel integrated surpased too that a pair of Intel generations before)

Before 1.0 the game performed well, after, disaster.

It is pretty dumb yeah. I don't personally have the problem but I'm kinda going through hell and back to get some attention to this issue so my friend can actually play Starbound with me again.

    Any improvements on patch 1.0.3?

    Doesn't seem like it.

My friend that can't play the game still can't play it after 1.0.3.

I'm on a 2.8 i7 Quad Core and a GTX 980 and the fps drops are too much for me when snow etc is on screen zoomed out. Ppl with better and worse setups right next to me that are getting perfect FPS.

Someone else with the same issue of low FPS here. 1 to 2.6 FPS.

This happens with both executables, the 86x and 64x. There is no noticeable difference between those.

I have enjoyed this game for a long while (235 online in game hours in steam, and actually is much more than that because I normally played offline in early stages of the game. I have also ran the game with +44 mods with only a few fps drop to a total 40 fps under those cirscumstances). And i still want to keep playing it, but it is just impossible to try with such low Frames. Maybe someone can help me with this issue.

I have tried almost everything there is to fix it.
Deactivated the Vsync. (With normal install and clean install, tried activating it again just in case..).
Added the Frameskip commands in the config file.(deleted it again).
Uninstalled and installed Microsoft visual C++ redistributable 2015 (more than twice).
Uninstalled and made a clean install of Starbound with a directory wipe beforehand. (with 1.0 and with 1.0.3).
Changed the game resolution to a lower setting (included windowed, windows settings 16 bit colour theme and 32).

I don't really know what else I cloud do..

I don't have a high-end computer, it is actually pretty basic.
My system's specs are these: (some are in spanish, if anything needs them translated I can edit the post)

You are in W7.1 with Directx 10. Is your Vcard Directx 11 capable? The PC in wich I usually play Starbound is a notebook with lower specs than yours, but has directx 11 and can play Starbound reasonably good (not very smooth, but far from the massive fps drops some people are reporting)

Guys with integrated Intel HDs- Open Intel Graphic settings and put 3D settings on performance and power settings on Maximum Performance.
Tip for laptop users in general- Power settings on high performance (if you care enough to dig in settings, Processor power management> System cooling policy to active and Maximum processor rate to 100%).
People with nVidia- turn off game Vsync, turn it on in Nvidia control panel (if playing windowed, can try without Vsync at all. Some people have luck with Tripple buffering when VSync also active) and turn off Threaded optimisation (also make sure Starbound launches with Nvidia card. Saw it sometimes derping away).
Turning off Steam overlay in game helps too, sometimes.
Guys with AMD- sorry, don't have enough experience on this, but nVidia tips might help- doesn't hurt to try.

For some, forcing off FXAA and AA can improve performance, but my i5 didn't seem to care enough for that.

Ok. I will try and report the results. Thanks for the tips!

EDIT: Did it and nothing changed. Still the same crap fps rate in my laptop. I'm afraid that this will be a poorly optimized game and users like me with low rigs will have to wait to see if any caritative soul makes a mod or a patch like Optifne for Minecraft. And what worry me is that Starbound shouldn't be a high graphic demanding game. The graphics are pretty and precious and all that but too simple to require something more than what it's written in the min reqs. I still don't understand why this happens.
Anyways, I still hope the devs take note of this and do something. Maybe in a no so distant future.

signed up just to add to this, for what it's worth. i'm also having trouble with extremely unstable frame rate and can't figure out why.
my system is a desktop PC with these core specs:
    Windows 10 Home 64-bit
    Intel Core i5 661 @ 3.33GHz
    12.0GB DDR3 @ 667MHz
1024MB ATI AMD Radeon HD 6800 (with latest driver)

i get 60fps on my mostly empty ship. in the Outpost, it's between 20 and 40fps. combat and NPCs in general take frames away, so do structures of any kind. some low spots i had so far: <20fps @ prison complex, 12fps during combat; ~10fps in a challenge room with a dozen flamethrowers; ~15fps in a submerged Hylotl town (though all settlements are quite low). in one occurance, i also had NPCs and item drops move in slow motion persistently after spending a few hours on a planet. flying to another one fixed that.
changing resolution and zoom doesn't really help, maybe adds 2 or 3fps on average. fullscreen or windowed also makes no difference. i'm also forcing vsync through my graphics card because i get white flickering in the bottom half of the screen otherwise.
i'm monitoring my hardware using HWinfo, and assuming the sensor data is correct none of my stuff is capping, no matter how worse the frame rate gets. CPU is <100%, GPU stays <60%, not even VRAM is fully used. hard drives and RAM are fine, too.
i've watched 3 people on twitch play it without any issues, smooth 60fps safe for huge, busy structures. at least 2 of them have nVidia cards. anyone with an AMD card who doesn't have frame rate issues?

9 days after launch and still not a peep from devs.

This isn't just "low" FPS. It's abyssal.

Game itself might not look like graphical wonder, but work on sprites, many objects overlapping and everything moving is actually asking more than 3D render in games like CoD. It's just different side of using Graphics card and CPU power to calculate and render it all.

Yeah, there is some problems with low resource usage and AMD or nVidia doesn't change anything. Maybe, just maybe, game doesn't like multi-core CPU/GPU or is something trivial like specific sound card drivers?
I personally have almost stable 30fps (i don't care for more, it's enough for me to enjoy game) and it drops only in certain places, like florian towns.

Chucklefish for me never looked like someone who would respond on problems. But considering that we have 1.0.3 already with most 1.0 problems fixed, i think they re aware that optimisation needs to be done, but they are not sure how it's supposed to be done. Anyway, i still have hope that people will be able to enjoy game either by chucklefish ideas or that someone will find reliable workaround/fix with config or something. (I myself could offer some DirectX wrapper and disabling some stuff, but if i wanted to mess with that, I'd try it myself first.) And yeah... I know that pain of low fps, I used to have 15min loading to main menu when launching Starbound back in earlier releases...

P.s.: Just look at ARK: Survival Evolved... I have it for so long already and best I can get from it is 20 fps outside from any bigger bases, looking at sky. Base we build for basic defense and few tamed rexes had me on 8-10 fps inside. Not to mention one of biggest bases when i visited it... :(

One more thing- Defragment your HDD. I noticed that game not only loads much slower, but also works much much slower when HDD is working hard. Turning off (if it's on) data compression in drive where your game is, also COULD help (if HDD is the case ofc). So far I didn't notice anyone with SSD have fps problem. (correct me plz)

^ That one comes from assumption, that game loads many assets directly from HDD, not putting them to ram on game launch for faster loadings. Ofc, it's longshot...

Comparing ARK to starbound is ridiculous. Especially when Starbound beta had no FPS issues for this computer. Now it's 1 FPS max. Sometimes 1 frame per 5 seconds. It's beyond unplayable. It's unexitable. We have to close the game through Task Manager. We'd welcome 20 fps.

Also, ARK is still in beta. This is a release that will go down for many as one of the most frustrating releases ever.

I know it's different, and that ARK devs have no experience with UE also make it harder for them, but think of it as most basic development- something is wrong with optimisation and that something isn't easy to pin-point. Personally for me, Starbound beta (especially Koala releases) was VERY painful... 15min loading, 10min joining to local server, getting kicked, trying again. While cousin on Lan with much worse laptop (and integrated Intel HD 3000 on i3 cpu) loaded in less than 30s and played almost flawless until night came and ruined his framerate with shadows (i guess).
I'd say, just wait it out. Recently I saw no game releases without any problems. I have hope that next patch there will be at least some note on what's going on with performance issues.

I made an attempt to play 1.0 today and there was a huge fps problem I could only obtain about 1-5 fps with my session making the game unplayable. I had tried the game after a couple of the bigger updates, and I found no problems. It wasn't until I tried playing update 1.0 that I started having problems with the game. Has any of the staff addressed this problem yet?

    My Specs
    Processor: Intel Core i7-2630QM @2.00GHz
    RAM: 6.00 GB
System type: Windows 7 64-bit Operating System
    Graphics: Intel HD Graphics 3000
    Min. Graphics Memory: 64 MB
    Max. Graphics Memory: 1696 MB

If we just "wait and hope" we'll be last on the long list of bug fixes. If we can keep these threads afloat maybe we'll actually get attention drawn to it.
You shouldn't have players debating on reformatting to a different OS version just to play your game 10 days after release. It's just silly.

I sided with CF on a lot of problems since they were in beta but now they've pushed it out to get it over with and it shows.
