For christmas I got a pretty decent computer, but it runs starbound much slower than my old one, to the point where the only way it's playable is in a tiny window at 3x zoom.
    My specs:
    AMD E1-2500 CPU
AMD Radeon HD 8240 graphics card
    4 GB RAM
    Windows 8

Also, the registry fix won't work for me, since I can't find the registries that I'm supposed to delete, and I'm guessing I just don't have them at all. I'm gonna guess it might have something to do with windows 8 since lots of other games have had problems with it.

Out of curiosity what did you do with your old computer and what are its specs, if you can find those.
It sounds like whoever bought you that got it on a black friday sale, at best buy
It could be that the new graphics card is actually worse than your old one, because the only things it seems to be better than are Intel onboard graphics.
I can tell you for sure that the problem is not windows 8, as I've run it on win8 just fine, and it performed just the same if not better than it does on win7 on the same hardware.

    I, um

I have Intel onboard graphics and I don't lag hardly at all

Thats a horrible processor. Thats probably your issue right there.

The only good thing that processor has going for it is it uses less power, but at 1.4ghZ even duel core it's too weak for a gaming computer.

My old graphics card was a Radeon Xpress 1150 if I recall, with 2 GB of RAM and...
...my old processor was 1.1 ghZ single core and it ran starbound fine at 3x zoom fullscreen. It's no gaming computer, but it does run most games that I play pretty well. I can get around 30 FPS on Just Cause 2 with the right settings.

Thats.. wow. I'm shocked. I don't think I could put up with a system with the E1-2500 let alone a single core 1.1Ghz rig heh! but it does seem to indicate something else is going wonky. But your graphics card is fine and 4GB RAM is enough, I'd prefer to have 8 but 4 is still good enough. The only thing left is to ask what version of Windows 8 do you have, although all versions should be able to run the game fine maybe something small is conflicting there and the devs can check it out

How do I find out what specific version of windows 8 I have from the computer? It doesn't seem to say anywhere.

Right click on "My Computer" from your desktop and select properties. Your windows Edition will be listed there. If you don't have a desktop icon for My Computer you can click on the start button on bottom left, then right click "computer" or "My Computer" It'll say one or the other. (providing your version of Windows 8 has the start button).

Or you can restart windows and as it's booting up the windows loading screen will say which version it's booting up, It'll be windows 8 Professional, or Windows 8 Home Premium, or similar.

Edited because I seem to be spelling Windows with 2 o's, silly me.

    "Windows 8"
My computer feels like being very informative -_-
