Low FPS on a nice pc

Hello, first off, im running Starbound with Frackin Universe. My specs are:

CPU: AMD FX 6100 3.3 GHz
GPU: AMD R9 270X
Storage: Samsung Evo 850 SSD
RAM: 16 GB
OS: W7 64bit

When i go to the Outpost i get 25 FPS, or when im on a planet with various mobs i get 20 FPS. Other than that, on the ship i get 50 FPS. Can anyone help me? Tell me if this is "fine" or if something is wrong and how can i fix it?
