Bug/Issue Low FPS due to parallax/background

I have a dual core, 3.18, with 8 ram, and win 7 64. It's not the best computer. I also have a 1GB graphics card; however that's not relevant as I know exactly how to fix one of my specific problems.

Removing the Parallax has been shown to speed up the game in some cases

I'm trying to figure out how to disable the backgrounds and/or the parallax, as I'm confident this will boost my FPS significantly.

Starbound seems to be a more GPU intensive game than a CPU one so yes parallaxes are the culprit (dont forget rain)
