I find one of the most important things for me in a game is a artstyle that stays pure; otherwise the game feels patched and stitched together, that's the problem I find with scaling.

 

While it does look a bit off, this is just a static picture. In game you would need to stare at it quite hard to actually notice the difference, and more monster variety imo is worth these very small aesthetical incosistences.

 

Nuff said.

I think as long as the scaling stays reasonable (say 50% larger or smaller) then it shouldn't cause any real visual inconsistencies. It helps to give more variety to the game and cuts down on the artists' workload.
