Lately I've been hearing things about how once you move on, there is absolutely no incentive to head back to lower tier planets. I've also heard a lot of things about ridiculously high ore generation. So here's something fairly simple. Make it so that certain ores ONLY spawn on low tier planets. Now I know this isn't the BEST way to keep lower tier planets relevant, but I'd say it's a start. Thoughts?
It could be improved upon, maybe a quest takes you back to a previous sector in search of some secret artifact (Or something)
It's a small idea, but it can have a big effect on gameplay. And, what's the point in NOT having something like this? +1 from me, OP.
I've thought this same thing, and I think I'd have to agree. I'm always reluctant to build a base anywhere because I know it's going to become obsolete the moment I reach the next tier. If I know I have to go back there, even if it's just to mine, then I might be more willing to start building a village or something.
I also have hesitated to build more than a token shelter on any one world, because it's non-trivial to reach other planets and that makes going home more difficult when I'm out exploring. What if there were a device to define a "home planet" in such a way that you can not just have that "go home" button, but go back there easily? That way I could pick a planet that I've already scouted and that doesn't have any horrific flesh biomes hidden under gigantic piles of bones (*shudder*), and make that place worthy of a permanent settlement.
