I have found every single person, except for one, I have looked for 20 minutes on the Wiki on who this person is, but couldnt't find anything. It's the girl inbetween George and Lewis in the Social tab.
Have you found every bachelorette? Also, her location in the list is tough since the list's order is determined by how many hearts you have (highest on top) and invisible progress to the next heart. Have you checked the ranch, and visited the Stardrop Saloon? You may run into some people at the beach or the museum, too. Just keep looking. If it isn't a girl, and the shadow shows a hat, you will find this villager in a timed story event. Just finish finding the ones who are part of the quest. Did you find Linus, too? He's the "homeless" man living in a tent northeast of Robin's home (the carpenter).

She doesn't visit the main town area much, she spends more time in her home south of the ranch and out in nature than the other single folk. Minus the weekends, she'd a tad more social then.
Oh! I didn't pay enough attention when you mentioned the red on her. That's Marnie, she owns the ranch south of your farm and west of the main town.
You should have shared that screenshot in the first place haha, that's easy. That's a bachelor (a guy) named Elliott. He lives in the beach hut. So, not a girl. I run into him more often than about half of the other villagers.

He's supposed to be the sophisticated yet simple hunk in the game, humble yet interesting. I like the ladies, but if my character was a girl he'd be my pick since he seems so nice and genuine. You're welcome.
I'm having a hard time picking between him and Sebastian actually. Elliott reminds me too much of Fabio Lanzoni whenever I look at him and I'm just like....don't know if want.
Sebastian, though? Why? He just seems mopey and emo haha. And yes, that's the name I was trying to think of! I swear Elliott was modeled right of Fabio haha.
This was my train of thought after meeting all the marriageable candidates 1) Oh cool you can same-sex marriage, I don't like girls tho, pass 2) *looks/meets the men* 3) Sam--not with that hair, bruh 4) Harvey--not with that 'stache, man 5) Alex--not bad, but I sense a meathead 6) Sebastian--oh he cute, I like his hair, 7) Elliott--that's Fabio alright. I wasn't amazed by my choices in men. They're not bad but I was like wow I don't feel like marrying any of these guys. I got to know Sebastian a lil' more than his Emo self after a cutscene. He may live at the basement of his mom's house but he is intelligent, as indicated by his profession. He just has trouble with people. Also he has a motorcycle. Hawt. But then I'm also starting to consider Elliott because being married to Fabio would be fun.
Yeah something changed. Before 1.04 I could visit Elliot (and Leah) in their houses when they're awake, and I often did so in order to talk/give them gifts to get them to be my friends considering I ignored them for long enough. Unfortunately now, it seems I'm locked out until I do become their friend (I started a new game) so they must be outside their homes or else I can't interact with them at all.
If you go into you ingame menus you can see a list of all the characters and which ones you have met and see what the one your missing looks like... i had to do that with my last one...
