Just a quick little thought while pilaging a Floran Village, I think it would put a lot more depth into the game if Settlement guards became irritated when you destroy blocks and decorations or steal from containers, following you around for a little until you give back what you stole. If you refuse, they will become hostile and try to run you out of town! It would definately help me break my habit of reducing the entire village to a smoldering ruin, minus the senseless slaughter, and make settlements a bit more dynamic. Addition: When there are monsters nearby, guards should also forgive you when you hit them, saying "Hey, watch it!" or "Hit the enemy, not me!". Alternatively there should be a way to only kill monsters if you don't want to anger the village. That really peeves me when that happens.
Agreed, I always find it odd that I can take a civilian's house apart brick by brick, and they'd do nothing more than say hi.. There's also another guard improvement I had in mind, that if there's a monster nearby, they won't get mad if you hit them, because I do that a lot by accident.
