I'm.... not even sure...

    Game works fine, was able to load Starbound 1.3 Stable version...

    I am not sure what is causing it or what, but there is absolutely no NPCs, no monsters, NOTHING! Modded and Vanilla races have the same issue. Help?

    There's currently another thread about this same issue. The solution was to uninstall the Active Stealth Module mod, so if you've got that one, uninstall it.

    I already did that, but something else might be causing the problem, as there are not as many NPCs at the Academy. And any NPC I encounter on the planet keeps dying as does the Outpost.

    I had the same problem; Maybe you had the Ninjas play free Mod installed, cuz that's been causing the same issue

    I don't have that mod. Would G33ks crew cause it? Since it affects npcs?

    Well I don't know; uninstall it and see what happens : D

    Or I think it would be better if you make a list of all the mods you've installed so we don't have to guess
