I use GIMP. On occasions, I will use this website to test out how my skins will look (I used to use it a lot, as it's a simple and effective way of making skins):

I've decided to no longer allow humans from this point onward. I've found that I get lazy with human skins simply because I'm tired of making humans (I do it all the time). I just don't think I'd be motivated enough to make a good skin for that. Sorry.

 

I recommend him for people wanting Glitch skins. I'm very happy with mine.

I agree, you should reply to people's requests saying whether you'll accept them or not.
Either that or put a list of requests in the OP that you're gonna do.
