Why would he need permission for abc files? Mp3 or other raw music files, maybe, but abcs are basically translations of a song into a music score.
Taking the song from one game and putting it in another? That is copyright infringement, format is irrelevant. Especially the eventual distribution part of it. And yes, most of the song packs around here are also guilty of this.

Converting it and then distributing it would be illegal. Chance of anything happening is slim, sure, but still illegal.
But the thing is, lazarus, that your guide is about posting covers on youtube (which is inherently a for profit company who hosts user videos to draw traffic), not remixing a song into a completely different format to be used within a freely distributed and non-profit mod. The lack of profit makes it more of a gray area, as best I can tell. And if you're being such a stickler here, why haven't you reported existing song mods for copyright infringement already?
covers and samples aren't copyright infringement lol. if he was going to take the exact song, no changes, and throw it into Starbound and then sell it, it'd be illegal. making a free mod that does such a thing isn't illegal, nor is making 8-bit versions of those songs or whatever. otherwise an0va would be out of the business.
It pertains to youtube because that is the primary place someone would post a cover. It doesn't matter where it is posted, it is still illegal without proper permission. You are failing to grasp the precedence and instead focusing on the literal context. And how do you know I haven't? One report doesn't mean much of anything, and frankly, most people don't really care if something like this is illegal or not. Copyright is not just about the money, but also distribution, among other things. Making an 8bit version of a song is indeed technically illegal because part of song copyright is the melody.
If you are serious about pursuing these perceived copyright infringements, why not report them directly to the companies that own the songs? And if most people don't care in the first place, why even bring up the topic in the first place if not to derail a simple mod request thread?
Yes, since most don't care, others should just let it happen. Awesome logic. He made a request, to which I did answer, albeit indirectly. No permission means the request is a no-go. On the off-chance he does have some form of permission, like the developers have said in the past that such things were allowed, like the developers of Stalker said their game assets could be used in other games so long as there was no money being made, then all was well.
A no-go only if the mod author cares about whether or not a user has permission before making the request. Someone who doesn't care (read: someone other than yourself) would probably have been happy to oblige OP's request, and since you say "most people don't really care if something like this is illegal or not" anyway... If other mods are doing it and the moderators or developers aren't stamping it out after your reports about the legal issues, then I'm pretty sure it's okay by forum standards.
One would hope no author would take on a request like this in the first place. "If other mods are doing it..." yeah, amazing logic once again. Maybe Ill start ripping off your mods. Other people do that kind of thing, so it must be acceptable.
Two things: actually it's not acceptable because the moderation actually polices that kind of stuff, and it would be alright if someone were to do so a month after I have stopped being active on the forums (see my zombie mod license). Like I said earlier, if you're serious about this and not just intentionally derailing this thread, report it to the companies that own the music and force a policy change here. Otherwise, just stop and let the dude get his music mod.

I have sent the email to Yacht club. May I say, I love your game shovel knight, and so do many other people! I loved it so much, I asked someone on the starbound forums if they could rewrite the soundtrack as an ABC file, so I could play it on starbound. However, a user told me I would have to get permissions first. It would be a great honor to the artist if they could, and many people will enjoy it.
