How do you mod Upbeat Giraffe now?

    I've uninstalled Starbound a few times, of the likes which include deleting all files in Program Files > Steam > steamapps > common > Starbound and then having Steam finish it off. The mods folder everyone loves is gone and when I make a mods folder, Starbound ignores it and runs as if nothing had effected it. Any solutions and or is there a new directory for mods?
