EDIT: My strategy is to buy exclusively random item packs
The lowest-tier random item pack is bought with the currency you earn in-game, but any item can come out of it, including items that you can only buy with the paid currency or even items found only in item packs
Those are the best items by far.

Any true Imperator would realize that since unsanctioned is applied to heretics and xenos, right? BUT, since literally everyone here is part of the Imperium (FORCEFULLY, DUE TO MULTIPLE HEADCANONS THAT I CARRY), and are sanctioned, unrestricted psykers are basically those who've somehow managed to remove the limits placed on their powers, making them even greater conduits for the Warp.
