    Soul Silver is better.

    You can catch Lugia with its Aeroblast move. Much better than Ho-Oh's SacredFire.

    Ho-oh has the better shiny, if you pick Totodile (the most popular choice in Gen 2) you get a great fire type (there aren't too many fire types in Johto IIRC), you can use Ho-oh as a TM slave by giving it fly and strength, and Ho-oh can become a sweeper with Fire Blast

    I disapprove!

    Cyndaquil is the best starter Pokemon. Best fire type, and Lugia knows Aeroblast. It don't need HM's

    Pidgeot, Fearow, Noctowl, Zapdos, Articuno, Moltres, Murkrow, Xatu, Lugia Ho-Oh. Lugia is the clear choice. A neato typing with optional Hydro Pump to smack Ho-Oh c:

    Totodile was "more popular" because it made Johto easier. If it knew Ice Punch, it could kill your rivals Meganium and clear a handful of gyms with Ice/Water combos.

    1.) Cyndaquil and Turtwig are tied for me, with Litten coming in 2nd
    2.) We're not talking a one-on-one fight between them, just how good they are in the region, and Ho-oh clearly wins that battle
    3.) Yeah, Totodile is too OP for Johto :T

    1.) Cyndaquil was my first ever Pokemon. And to this day (17 years later) still love it c:
    2.) I always preferred Lugia. Lugia is seen to sorta like have water has a hidden typing. If you have Cyndaquil, why have Ho-Oh. I'd rather Charizard for Fire/Flying combo
    3.) I do like Toto, but Cynda is just too cute to now say no

    I'm just saying, Ho-oh is good if you don't pick Cynda. Also, Ho-oh has one of the best shinies for a legendary I've ever seen!

    I reckon its preference then, which is better.

    Shiny Milotic is pretty damn cool, yeah. I also like shiny Shinx, Gallade, Reuniclus, Porygon, Starly, Ponyta, Eevee, Umbreon, Dragonair, Cyndaquil, Ho-oh, Mareep, Spinarak, Slugma, Cherubi, Cherrim, Azelf, and Whimsicott, just from memory
