With the right API it would be pretty easy.
Check "Extreme programming" on the Internet - basically, it's a tool for programmers that does various things depending on the code they write compiles or not. I find the missile launcher pretty cool.
There's also a whole brand of things that are made for that called Nabaztag which is a rabbit-shaped device that revolves around gadgets that anyone can write. Those gadgets can do everything and nothing : Weather, saints calendar, RSS feeds, TV programs, you name it. Though it's more oriented towards Internet broadcasts, it gives you the general idea.
tl;dr : If Starbound has an external API then it won't be more complicated to do than an electronic clock. Better than that, just find some programmable electronic device, a blit of scripting and voila, your health bar is ready.

Very cool, but I think if I wanted to use this I would settle with a light strip. Not only for simplicity sake, but the best use of it will be the ambient light it gives off. Kind of like the red jelly shooters like to fill your screen with, but less annoying and it won't obscure your vision.

This in it's own right is a pretty cool idea. I wonder if any good modders out there will make a mod of it sometime. But, yeah I can see why the title is a bit misleading...

Could you maybe drop a link to show what you're talking about? I have an idea of what you mean, but I want to make sure.

It's a concept more than something I can demonstrate. It would be a modification of what is shown in your video. Basically, you would light the area behind your computer screen and run the color changing section of his program. The changing of colors would be easy to notice, but wouldn't obscure your screen. You could use your peripheral vision to make a rough estimate of what your health is at. There is a video of this concept being used, though in a slightly different way:

The lighting portion starts around 3:00. In this situation, they are lighting the room to shine LEDs roughly the same color as your in-game environment (not to mention their use of paintball guns as well, fun right?). We are not talking anything as nearly complex, but still. The way my idea works is all based on peripheral vision. People tend to not realize how much your brain actually registers in your peripheral vision. The change of light color would definitely be significant enough to alert the player, even if it isn't the center of the player's attention.

No offense, but this idea is terrible. I already have enough trouble looking at the corner or bottom of my screen to see my health, being forced to look at my wall would make it even worse!
Plus it would just be a green and red light or something... I could decorate my house with green and red lights whenever I feel like it. But I'm not going to, because that would be weird.
