Bug/Issue Harvey's gone

Edit:: Nevermind I just screwed up the save completely so I'm restarting regardless of whether I like it or not lol

I started up a new save recently and for some reason Harvey is completely missing from my game? I can't find him in the clinic, he didn't show up at the saloon, and I never see him out near the tree...

Not fully sure what to do; should I just restart? Kind of don't want to as I finally cleared out a lot of the land ._.;
