Bug/Issue Guard NPC's do not attack monsters

This has been an issue in my game for a while. Like the title says, any guard tenant or guard npc will not attack a monster, even if attacked. I tried to fix the problem by saving my world, reinstalling the game, and reinstalling my save but the glitch remained. Any ideas on what I can do? Note, I do not have any mods installed.

your log can be found in your starbound install location in the storage folder. depending on your computer's settings (not Starbound's, Steam's, or GOG's), the file is either named "starbound" or "starbound.log"
