Bug/Issue Graphical Glitching during Gameplay

Hello, with the newest release of Starbound 1.3.0, I've been experiencing lag spikes and graphical glitches at the bottom half of the screen where it will suddenly turn black/gray then go back to the game and constantly switch back and forth while moving and while idle. This has happened on two of my devices.

Operating System: Windows 10 1703
Graphics Card: AMD Radeon R7 M260 (AMD Radeon Software 17.6.2)
Processor: Intel Core i5-4210U
RAM: 12GB
Model: Toshiba Satellite L50t-B

The game is unmodded and it happens in fullscreen mode. I'll try to capture a screenshot of the problem occurring in Windowed Mode.

It may look small in the picture but it was a lot more violent and disruptive eventually doing that on most of the screen.
