Glowing + color changing items?

    I wasn't quite sure where to put this thread, so I chose general. On many multiplayer servers, I've seen people who have items (armor, weapons) that change color, like a rainbow or gradient. Is this a mod or a coding option? And, they also have armor that give off a colored light with small particles/sparkles coming off. I'd like to have this kind of feature, but don't know where to look. Any help is appreciated :)
