Sorry, had to make that joke. The Fishaxe and (Super) Fishaxe are the ultimate mining tools around, but... they destroy the drops as well as the blocks. If you break decorations, though, those drop just fine.

Should this be fixed? Or is it working exactly as intended?

 

Those are dev tools. Not meant for normal play

 

Yes, but, still, if the devs want items in a hurry when they mine, then...

Usually it's much easier to just use the console to spawn any item you need
