Indeed it is Fetal's chibi, from a while back. I need to find some art threads and get a new one, I want something more based on Frosty-ness and Fawxes.
And I remember you quite well from TO as I STILL am lurking

On TO still or Starbound because Oni's Starbound post doesn't say anything about requests and stuff.

 

Starbound. So far, there have been two raffles, S.P.R.I.N.G. and S.U.M.M.E.R. but it is uncertain whether or not there will be another one soon because of schedule constraints.
