    Well i haven't seen anything like this yet so i thought i would add it myself to the suggestions.

    IDEA:

    A planet of eternal storm - thunder always rumbles, most of the time it's raining too. Also, there is wind which has an effect on you when walking and/or jumping/flying. It doesn't have to be an entire planet, it could simply be a wandering biome. The storm may not always rage overhead, but lightnings ALWAYS keep flashing in the background.

    TERRAIN:

    Mostly planes, some mountains, some forests. A rather simple world upon first glance. Also, there are metal spikes or antenna in the ground. They attract lightning. There are also some remains of ruined advanced wind power plants. Underground there are "Lightning Highways" - cables, through which the lightning energy caught above ground is used. Forest biome isn't burned because of the frequent rains.

    Hazards:


    Lightning: The lightning is attracted to anything above ground. The higher the object, the stronger the attraction. So if you are running across an even plane, with thunder rumbling overhead and lightnings flashing, and a lightning strikes the ground before you, it will be pulled towards you only slightly. If there's a lonely tree and you standing apart and the lightning starts falling in the middle, it will go toward the tree instead of you. Flying increases the danger of getting hit by lightning.

    Wind: There is also the wind. Running against it is hard, and slows you down slightly. Running in the same direction as it is blowing increases your speed. This effect is increased further if you are jumping or flying. Also the wind can carry objects and even create dangerous tornadoes. It can suck you in as well as enemies.

    Nano-bots: These are creatures left after the people who lived here before perished or left. Nano-bots are the only creatures you might meet during a storm. They are small particles, which are harmless and useless alone, but in great swarms they are capable of harvesting the energy of wind or lightning. This alows them to:
    • Attract lightning towards you.
    • Harvest the energy and create power-chanels beetween each other, creating something that looks like "lightning elementals" while each bot is moving as a particle of a greater creature.
    • Doing the same thing with the wind and creating something that looks like a living tornado or a "wind elemental". After charging up they can take the form of any elemental - so a lightning, wind or fire creature can suddenly turn into earth(wind carrying earth particles) or water(wind carrying droplets of water) creatures.
    • Increase the chance of tornadoes spawning and/or increase wind power.
    Structures:


    All the buildings look slightly like bunkers and have lightning-absorbers on top. Inside everything is lit by a bluish light. It might flicker sometimes. Almost everything is abandoned or in ruins. All the buildings have most of their space set underground, the cities too.

    Creatures:

    Whatever creatures live here can protect themselves from the storm one way or another. Some can burrow underground, others hide in trees, caves or are naturaly resistant to lightning and look like stones while the storm rages past.
    Some examples:

    Hognot - A creature that resembles a boar, and yet it has four tusks(2 large ones above and 2 smaller ones below), and it's front legs are slightly like a mole's - made for digging. It's back legs have hooves though.

    The Burrow - a large creature, resembles a bull slightly. The diffrence is that it has six legs - four normal ones and two tentacle like hands that help him burry vulnerable bottom parts(his belly and legs) - which is what it does during a storm. It's top is covered by a thick and tough shell, almost unbreakable. It is rather slow and has horns.

    Storm-Lord(boss?) - A huge flying creature that flies in the clouds. he is not only resistant to lightning, but he can absorb it. He doesn't fly in every storm, only when a mother-storm is raging. Then you can see a large, snake-like shape in the clouds. If you attack it, it will come at you. It looks like a giant snake with wings. It's skin has scales and glitters black. It's belly is silvery white though. It has the head of a dragon and four eyes. It is a very strong creature, and the only place it can be hurt is it's face(eyes or mouth). It has many hands aligned in pairs along the body. It can launch lightning directly at you, though you get a warning sign of him charging the attack first. It can also create a strong wind by flapping it's wings. That can help it make bullets go astray. Also, there are always a ton on nano-bots buzzing around it.

    ...

    Other things:

    Sometimes you can find craters left by increadibly great lightnings. Some trees in the forests might be broken too.

    Underground if you hit a cable you will get shocked. Badly. You have to either find a way to neutralize it or dig around. Following a cable to find out where it leads to will get you to an underground city.

    Some creatures can only be killed from below. Others simply have an increase to armor if hit from above.

    The items that could be found:
    Lightning weapons.
    Windwalker armor.
    Strong shells left by dead creatures(very high defence, though slow)
    Super-conductor nanobatteries that can hold huge amounts of power for their small size. If you collect enough you can make a larger battery.
    Other stuff.


    Contributors and things that might be good additions:

    You can plant a telescoping spike if you have one. If not, just find a safe spot. When searching for such a spot have in mind that lightning is attracted to high objects more.

    In these cloudless pockets the creatures that hide during storms stop hiding and live like they normally would. Yes, i like that idea. Of course, it couldn't be completely safe. And these pockets shouldn't always be safe from either.

    Perhaps. Because while you could follow a cable to get to the city, it would be really hard to avoid being shocked by them. Perhaps you could find a Storm Drifter(a man called so because he lives on the surface of the dangerous planet because of his lifestyle or because he is an outcast) who could show you a safe route to the underground city.

    I like Jupiter, and I like you! This would be a great planet to happen upon in the game! Can you plant telescoping (so they extend up high) grounded spikes rather easily into the ground if you hear the storm approaching, or are you just best advised to flee?

    Also, I'm really impressed with all of this work put into this comprehensive post! I could pick up a few tips here; I tend to be a "woah, that's a neat idea, and post" kind of guy.

    It would be awesome to have this Biome on a Water planet with lots of islands. The Seas are always storming with tornadoes and dangerous large creatures.

    Then its offset are these beautiful pockets of cloudlessness where rays of sun fall through the sky onto warm beautiful tropical islands, thunder rumbling around the island but on these safe havens if you can reach them safely are bountiful resources and the things you describe in your "Other Things" section.

    This would be very intresting if you stumbled on an underground city. It would be difficult to find though, you might meet someone that would show you it.
