So this may or may not have been a design choice for difficulty. But after the first mission again Sedge in Fog and definitly at ch2s1, I felt like no matter what you did on your approach of the enemy you could not use fog to cover your advance. I need wardogs in order to see the enemy and advance on them, but as soon as I do enemies advance out of the fog and attack. After clearing the area it is clear they did not have wardogs or anything similar allowing them to see you.

In short when playing in fog, only the player is. It feels like the enemy I'd unaffected by the presence of fog. There is nothing more infuriating then to have a strategy game where the computer does not play by the same rules. Like I mentioned it might be your design choice but it is an enfuristing one and literally ruins ever fog mission in the game for me, because I know I cannot plan to use the fog in any way to my advantage, it is only a disadvantage.
