Today i found a apex village and i noticed under some of the houses that there were tiny white rooms that had no way of getting into that sorta looked like torture rooms (are they torture rooms i dunno) anyways i wanna know if anyone has managed to get inside one with breaking blocks, i would have tried that by now but im afraid it might make them hostile towards me

I haven't found a way in without using the M.M. yet, but I have yet to have them get mad at me for digging a hole in the dirt in the town, then tunneling over.

NPC's in villages/settlements do not care at all if you break blocks or loot inventories. They do react to you taking furniture near them, and will call the guards after three offences, even if it is furniture you placed.

    You break in.

sad is in the past they had wired walls you could deactivate on statues, seems to be either broken or removed, but wouldn't make sense if they have rooms no one can enter.

Welp, when life gives you drills
    You dig in

If you pull out your wiring tool, you can see that there is no input or connections to the room, therefor it really is just a sealed up room that you have to dig into.
