Fan fiction is likely for stories relating to Starbound, everything else goes into the writing section.
Sometimes people simply post in the wrong place. Or, perhaps they don't think it fits under Fanfiction, because the story is about a non-canon race. I know I posted one of my stories under Off-Topic Creative Writing simply because it's based on a race I suggested, which doesn't appear in the game.
