Didn't see any threads and wondering if anybody knows exactly what happens? Say if I feel my planet files are taking up too much hardrive space but I don't want to start the character over. Can I just bring all the items I care about onto the character and just reset the universe or will much dumbfuckerry ensue?

You'll be fine. Everything in your character's inventory and on your ship will remain. Your quests, sector unlocking and I think the codex will reset, as those are tied to the universe, however.

It SHOULD effectively reset your universe and, as long as you have everything with you or on your ship, you should be fine. Just remember to back-up of player data since I'm assuming you don't have enough space to back up the universe files. Just in case.

It's a for future reference far down the road type thing I have enough space for both. My only worry was What happens to the planet the character is hovering above/the character as a result of said things.

Chances are that planet will reset when you clear out the universe folder. So if you have any structures on them, they'll turn into dust.

That's fine and actually part of plan in this case. It's what I figured would happen but wanted to be sure before I went fiddling with things without doing a self imposed full reset.

You can delete the specific world files themselves if you are concerned about space. This way only the worlds reset, nothing else. You can locate these in universe folder; you are looking for anything that has alpha, beta, gamma, delta, or sectorx in the name. Those are the actual planet world files. Delete those if you feel you need space, and the only thing that'll happen is a clean world; ship will be saved, as well as character data.

I've done this before, and I can say with certainty that the game will just randomly generate a new starting planet for your character, rather than get confused about your location.

It will I've deleted a world as a test when I was hovering over it to see what would happen. I cut down trees near spawn and hit the Save and Quit, found the file the world used, took it out (removed it, not deleted it), loaded the game back up, and a new map was generated. Trees were back. Though it's a cheap way to farm wood (if just for trees), I tried moving the old world file back after another Save and Quit, and loaded it back up and I beamed down to where the first one left off, cut trees around spawn.
