You can start of by giving him gifts and once he's at 8th hearths pierre would inform you that he has a new item in stock and you'll buy that item and give to alex for him to be your boyfriend. and to get married you'll need to buy the "mermaids pendant" from the O'l mariner in the beach. He's in the east part were you'll need to repair the small bridge with 300i wood i think. and btw you can only see him when its raining/
