You need to extract it.

7z is a compressed file like .zip and .rar.

Something like 7Zip or WinRar should be able to extract it.

 

Is it possible to get a .zip or .rar version of this file so I don't have to download another unknown program just to open it? All other mods have come in regular zip files and I've been able to open them without issue.

And for the record, 7Zip is an entirely safe program. I use it as a free alternative to WinRar/WinZip.
