connect via steam(help)

I'm unable to join my friend via steam. As the picture shown that i'm unable to turn on the option--multiplayer via steam friends.how can i solve it?

 

ps: my starbound is a steam copy

 

Most likely culprit is your wifi and or your offline in steam just restart steam if that doesn't work idk
