I'm on the second week and Lewis hasn't spoken a word about the Community Center. From the streams (And my little bro's gameplay!) I've seen the center being unlocked rather early in the game. So, do I need to do something, did I miss something, or is it just a bug?
Same things going on with me but i'm half through summer I've not found out if this is a bug or we missed something so starting a new game. One thing check your hearts with the mayor then your brothers game mines at none and i wonder if you don't need a heart with him to unlock it.
My guess is that you don't need the heart(s); I've seen lot of people have the community center scene without doing anything special with the mayor. I had none either before his birthday, and by that the scene should've played.
Ok so my second game day 7 I managed to unlock it. here is what i did that day went to jojamart talked to the guy said yes then no to membership walked towards my farm got to the bus area then went right back to town this was right after the clock reached 10am that i returned and got the cutscene with the mayor.I can now enter the center and look around. things i had done all the first quests except building a scarecrow,coop and geting to lv5 mines. have not met the wizard either i've not repaired the bridge so thats not it but thanks for the suggestion. your going to hate me for this but the mayor does have 1 heart. I repeated the unlock twice with my second game but when I tried that exact same thing with my original play were I'm in summer with more quests done it failed I also have no hearts with the mayor this could be a coincidence though.
I think it has to be randomized because I didn't touch Joja Mart until after he said that about the membership. I got curious. I had two hearts for sure, and I also did not build the coop or scarecrow.
Had the same problem, not sure if it was the result, but I can confirm that after I spoke to Morris and was offered a Membership to Jojo Mart, returned to my farm and then back to town the cut scene cued. Hope it helps others!
Are you entering town from the west entrance from the bus stop? Saw some people having this problem and it's because the event is setup to fire when you enter into Pelican Town from the Bus Stop area, many people were having problems with the Bus Stop location so were not going through it.

I learned that the hard way. I was constantly foraging for onions, then running through town to fish and went weeks without the cutscene. Looked it up, followed the above directions, and got it.
The wiki was wrong; I checked the Events.xnb file and it said 0800 - 1300 (8am to 1pm)... then I tested it at 12:50 PM and got the cutscene. I've corrected the wiki.
