There is a Google Earth VR app on steam that is absolutely worth checking out if you or a friend owns an HTC Vive.
In addition to some highly polished "tours" the app also allows you to basically fly around and go anywhere. Though there are differences in quality based on location like in the desktop Google Earth most decently sized cites have 3D buildings to scale.
Furthermore, the app allows you to adjust your scale so you can either be a giant over Manhattan or a person standing on the edge of the Empire State. Though it seems as though there isn't a search function nor is streetview implemented. You can just fly around with the scale turned way up to travel and zoom down to "human scale" to get around that though.
