I just went to a Ren Fair in around 80F weather, and I wore my Mistcloak the entire time...
Do you perhaps mean it's terribly cold for the season? That would make sense, I went into a building at around 70F and almost froze to death after that...

I live in the UK, where the heat makes you sweaty and horrible.
I have no clue what the summer average is, but if it's above 16C for me it's too hot.
21C - 26C must be utter hell.
Also, I prefer colder temperatures over hotter ones.
